-to identify self government issues of common interest to the SGFNs;
-to apply a regime of collective problem solving to the issues and challenges identified;
-to share the available financial and human resources needed to address the identified issues of common interest, and thus to avoid the inefficiencies of repetition and duplications; and,
-to facilitate the sharing of information among SGFNs, and between SGFN and others (including other governments) on self government issues.
