AVAILABLE FUNDS FOR 2007/2008 $15 MILLION 

Determine if your project meets requirements for Northern Strategy Trust Funding Proposals may only be submitted by First Nations governments and Yukon Government Departments, jointly or separately. Your proposals must be signed by either a lead Chief or Deputy Minister.
All projects must have a minimum of $150,000 value with the exception of feasibility studies or planning related to building projects. Funds from the Northern Strategy are not to be assigned to large building capital projects. Small scale infrastructure projects with a maximum value of $500,000 that will leave a legacy in communities and are consistent with Northern Strategy objects will be considered by the proposal Joint Body evaluation committee.

Projects that build new leadership and or enhance current leadership governance capabilities will receive priority. Proposals in this area should benefit more than one community. Projects that develop youth for leadership, transfer knowledge and experience to youth with the goal of developing future leaders will receive priority. Proposals in this area should also benefit more than one community.
Your proposed project must be consistent with one of more pillars, goals, and objectives of the Yukon Chapter of the Northern Strategy.

Project Conceptual Proposal Assessment

 All projects are assessed by a Joint Body consisting of two First Nations appointees and two Yukon Government appointees. After evaluation measuring projects against the pillars, goals, and objectives of the Yukon Chapter of the Northern Strategy, the Joint Body will make recommendations to the Yukon Forum on which projects should receive funding.

Using the presented information from the Joint Body, the Yukon Forum will consider the recommendations and make the final decision on which proposals will move to the second approval process stage.

Yukon Forum members include the Premier, the Grand Chief of CYFN and the Chiefs of each Yukon First Nation which has entered into Final and Self-Government Agreements with government

Detailed Project Proposal Assessment

The Joint Body will assess the detailed project proposals and make recommendations to the Yukon Forum on which projects should receive funding. The Yukon Forum will consider the recommendations and make the final decision on which proposals will be funded for the 2007/2008 year.

Approved Funding Allocation and Formal Reporting

Prior to determining which projects are funding for a given year, the Federal government transfer money to the territorial. This money is held by the federal government until your project First Nations' Chief signs your contribution agreement. The agreement outlines the payment structure for your project and also identifies who is responsible for the funds, i.e. which First Nations' Chief. Both the Yukon Premier and the First Nations' Chief responsible for the funds will sign the agreement and then funding can start flowing based on the payment terms defined in the agreement

The Yukon Government has been very quick to process agreements as soon as projects are approved for funding. The Executive Council's Office should contact you about your agreement as soon as the approved projects are released to the press. It is critical that your funding allocation be clearly defined in your agreement and who may receive funding. The territorial government will follow your agreement to the letter and deviations to the agreement may hold up project funding.

Lastly, the Council of Yukon First Nations requested status of Northern Strategy Trust Funding in an effort to monitor project progress. The purpose of this monitoring is to validate the success of the funding program in an effort to seek additional funding after the Northern Strategy Trust expires in 2008.
