"The objects of the Board are to provide for the conservation, development and utilization of waters in a manner that will provide the optimum benefit from them for all Canadians and for the residents of the Yukon in particular." (Section 10, Waters Act)
The Board has delegated authority for the approval of Class 4 placer mining land use approval; it is identified as an Umbrella Final Agreement Board in Chapter 2, and has specific responsibilities under Chapter 14 of the Umbrella Final Agreement.
The Board has specific responsibilities under the Yukon Environmental and Socio Economic Assessment Act ("YESAA"). The Board cannot issue a water use licence, or set terms of a licence, that are contrary to a decision document issued under that legislation. For this reason, an application for a water use licence must be accompanied by a decision document issued under YESAA.
Water use applications usually include a significant amount of technical information, and the Board has licensing officers and technical consultants to assist with information.
